Motion to approve September meetings by Susan, second by Gordon. Approved.

Business
Coordinator updates:   Jenna
  • The Sum It Kit allows a presenter to illustrate drink equivalencies. It’s offered for any board members to use. The PI&E group purchased the kit. It was on sale for $100 less than its usual cost.
  • Attended a full day Responsible Alcohol Sales & Service Training and is now a certified trainer. She has to teach two classes over the next year to keep her certification active.  Dept of Revenue gave class members a scanner that checks holograms on Drivers License to determine if they are valid.  
  • She and Stephen will present to Drugs and Society Class at MSU.
  • Attended the Montana Non-Profit conference and shared the agenda.
Strategic Plan
Lorelle from Montana Highway Traffic Safety reviewed the final draft of the plan and made several suggestions. Most of those were grammatical or clarifications of language.  She also fine-tuned language within vision, to be more parallel with legislative language.  Her suggestions included:
  • Creating goal #4 for statistical data collection.
  • Defining “external and internal audiences.”
  • Adding detail about where treatment could be obtained.
The County Commission office recommended a cover page for signatures.

Task Force questions and revisions included:
  • Susan asked if the staffing goals were only for the upcoming year or every year (it’s a three year plan).  She suggested rearranging the language about education in the external/internal objectives.
  • The board was pleased with addition of Goal #4.
  • Goal #5, change “each others’” language to partner.
  • Goal #6 & 7, minor editing changes plus another bullet.
Motion to approve the Strategic plan by Susan, second by Terry Dutro. Approved.

Public Information and Education Work Group Update
  • The movie theater ad was viewed by all board members. The logistics of the ad took a lot of time to work out but the group is proud of it. The ad will run on all screens Nov. 5 thru Jan 5.
  • Mark reported that the group decided to resume advertising in the BoZone newspaper and on their website. Radio PSA’s are still running. In conjunction with Safe Kids, Safe Communities the work group is collaborating on an “empty dinner party” display at the mall to promote sober driving and seat belt use.
Forming a Legislative Work Group
  • Susan thinks it would be beneficial to see what happens with misdemeanor alcohol offenses as well as with penalties for refusal. As a task force we should possibly send someone from the task force to testify about what we feel is it important.
  • Need to track what DUI-related legislation is happening, what bills, etc?
Finances
Jenna sent out the accounting office’s End of the Year statement for fiscal 2010 to all members.
The NHTSA grant has been difficult to administer and has required persistence and perseverance to get issues clarified and to get projects in motion. If we have another grant later, the whole process will be more familiar, simpler to navigate.
